Last week, I had the privilege of meeting with several key members of the powerhouse team from Diversion Hub at Not Your Average Joe coffee shop in Midtown OKC. The conversation began on a friendly note, allowing us a moment to familiarize ourselves with one another before we quickly dove into the heart of our discussion: the mission behind Diversion Hub, and the notable passion that drives their commitment to community service. This enthusiasm for their work was unmistakably reflected in the sincerity and intensity of their words, showcasing a deep commitment to making a meaningful impact in the lives of those they serve.
MISSION AND VISION
Diversion Hub is a 501(c)(3) nonprofit whose mission focuses on bridging the gap for justice-involved individuals by connecting them with essential, life-stabilizing resources and services. They work hand-in-hand with their clients to empower them to achieve safety, self-sufficiency, and stability within the community, thus minimizing their future interactions with the justice system. In collaboration with on-site community partners, Diversion Hub prioritizes the well-being and safety of the community while actively cultivating a culture of compassion.

A JOURNEY THROUGH HISTORY
Motivated by founder Sue Ann Arnall's vision for change and the urgent need for criminal justice reform, pilot programs that would evolve into Diversion Hub emerged from modest origins. Beginning in 2019, a dedicated team of five individuals, embedded in a small closet space within the public defender's office, began the task of addressing the deep-rooted challenges within the system. This team diligently focused on three main areas: missed court dates, probation violations from individuals' difficulties in understanding and meeting probation requirements, and warrants issued for those unable to afford fines and fees. Their efforts were dual-focused: improving stability in their clients' lives and making the legal system more understandable and easier to navigate.
The establishment of Diversion Hub was a collective effort that harnessed the wisdom and expertise of the community. An Advisory Council, comprising law enforcement officers, legal experts, judges, and influential community leaders, played a pivotal role in shaping its direction and focus. This collaborative process was enriched by the invaluable perspectives of individuals who had lived-experience with the criminal justice system. Their insights highlighted the critical need for a platform where individuals felt validated and supported, a place that prioritized empathy and understanding over punitive measures.
The consensus among the council members was clear: Diversion Hub was to be a sanctuary of support, primarily providing social services to address the root causes of justice system involvement. This vision was grounded in the belief that effective support goes beyond legal aid, encompassing the broader needs of individuals striving to navigate their way through complex systems and life challenges.
By the summer of 2020, Diversion Hub had officially opened its doors, thanks to the backing of MAPS 4—a voter-approved sales tax—and generous contributions from local philanthropies and community supporters. This marked the beginning of a new chapter for Oklahoma City residents entangled in the justice system. Diversion Hub quickly became a linchpin in the community, a central point where individuals could access a breadth of services ranging from legal assistance to mental health support, housing, employment, and beyond—all under one roof. Justice navigators play a crucial role in assisting clients to maintain compliance with their criminal justice involvement, whether pre-trial or during probation. Services include ensuring bond compliance, providing court reminders, setting up payment plans, making rule 8* referrals, and assisting with court-ordered conditions. Navigators advocate in court, guide clients to appropriate treatment court programs, and offer support for any arising justice-related needs.
*After a criminal case ends in Oklahoma, a Rule 8 hearing is held to decide if someone can pay the associated costs. If they haven't paid or can't afford the fees, this hearing addresses those issues.
Case Management
Case managers work closely with clients, helping them become self-sufficient and stable by connecting them to essential resources and services. This collaboration extends to justice navigators and service partners, ensuring a client’s comprehensive needs are met. Success in case management is measured by achieving self-sufficiency, stability, and completion of the personalized service plan.
Misdemeanor Diversion Program (MDP)
This initiative provides individuals charged with misdemeanors in Oklahoma County a pathway to engage with treatment services, addressing barriers and fulfilling unmet needs through community resources. Eligible participants, identified during misdemeanor disposition dockets, are connected with Diversion Hub to follow a personalized service plan. Successful completion can lead to the dismissal of criminal charges, although certain restrictions apply, including exclusions for DUI, APC, and domestic violence charges.
Who Qualifies for Diversion Hub Services?

While not currently engaged with the juvenile justice system, Diversion Hub extends its services to youth who have transitioned into the adult system as youthful offenders. The organization also recognizes the importance of supporting families and children affected by the justice system, offering assistance to address their specific needs. Diversion Hub remains committed to serving all individuals, ensuring that its support reaches those who may not be adequately represented in existing programs.

Ryan's journey with Diversion Hub began at a point of despair, burdened by the stigma of being a felon. His initial outlook was overshadowed by a belief that society would forever see him through the lens of his past mistakes. However, Diversion Hub saw beyond the label. Through consistent support and encouragement, they helped Ryan redefine his identity and discover his potential for making significant contributions to society. Today, Ryan's transformation is a testament to the power of positive reinforcement and opportunity. From believing he was destined to be no more than a statistic, Ryan now stands as an influential figure in criminal justice reform, sharing his story and insights to inspire policy changes and advocate for others like him.
Howard's Leap: From Uncertainty to a New Beginning
Howard's story is a powerful example of Diversion Hub's role in altering life trajectories. Facing the daunting prospect of a blind plea, which left him at the mercy of a system that was working hard to consign him to a decade behind bars, Howard found an advocate in Diversion Hub. His attorney along with the Diversion Hub case manager, presented Howard’s hard work and efforts to turn his life around—engagement in life skills classes, substance abuse services, and mental health support—to the judge, painting a picture of a man committed to change. The judge, recognizing Howard's sincere efforts, opted for a sentence of 10 years probation instead of incarceration. This decision not only kept Howard out of prison but affirmed the value of the rehabilitative path he had started on with Diversion Hub's guidance.
Although Howard initially sought out Diversion Hub's services with the hope of avoiding prison, his engagement soon led to a profound transformation in his perspective. The realization that his involvement was genuinely improving his life signifies a crucial turning point in his path. This pivotal shift benefited not just Howard, but also his family, breaking a generational cycle.

a new chapter: The Construction of Diversion Hub's New Facility
The spring of 2024, will mark the beginning of a transformative phase for Diversion Hub with the groundbreaking ceremony for its new, permanent facility. This ambitious project, made possible by $13 million in funding from the MAPS 4 program and a generous contribution of land valued at $2 million from the Arnall Family Foundation, signifies a significant leap forward for justice reform in Oklahoma County.
Spanning over 30,000 square feet, the new facility will triple the capacity of the current location, offering ample space for staff, partner agencies, and a range of essential amenities. Situated along Linwood Boulevard, between Ellison and Klein, the building's strategic location ensures accessibility for clients, with multiple bus stops nearby and connections to Oklahoma City's expanding bike lane network in the works.
Designed with the community's needs in mind, the facility will feature public training rooms, consultation and meeting spaces, a client computer lab, and a mental health facility. Separate entries for alternative courts will enable after-hours appointments, enhancing accessibility and flexibility for clients.
But what truly sets this new facility apart is the leadership's unwavering commitment to every detail, ensuring that each aspect of the building fosters an environment of respect, dignity, and efficiency. From the front door to the paint color, from the artwork adorning the walls to the functionality of each room, meticulous attention has been paid to every aspect of the design process. Every decision, whether big or small, has been made with intentionality, reflecting Diversion Hub's dedication to serving the community and creating a more equitable future for all.

Meeting Essential Needs: Clothing Support for Our Community
While the organization's most pressing needs currently revolve around space and staffing, the upcoming construction and eventual move to the new facility addresses the spatial constraints, providing room for expansion and better service delivery. However, second to that need, the organization’s most urgent need is to address clothing insecurities among their clients.
With over 43% of clients facing housing insecurities and many living on the streets or in shelters, access to appropriate clothing becomes imperative. Diversion Hub operates a clothing closet on-site for clients, but the demand often exceeds the available supply. While the organization relies heavily on community donations, especially for men's clothing and shoes, there's a constant need for more contributions.
It is a common occurrence that clients are released from jail without adequate clothing, including shoes, leaving them vulnerable upon re-entry into society, particularly in inclement weather conditions. This lack of proper attire not only undermines their dignity but also exacerbates their challenges in accessing basic necessities and reintegrating into their communities. In response to this pressing need, Diversion Hub's staff members often go above and beyond by offering their own clothing to clients in immediate need, showcasing the team’s commitment to supporting individuals in their journey towards rehabilitation and stability.
To effectively meet this need, Diversion Hub encourages community members who are able to donate clothing items to their on-site clothing closet, helping to ensure that clients have access to essential items, particularly during adverse weather conditions. By contributing to the clothing closet, community members can play a crucial role in supporting those individuals in need and promoting dignity and empowerment for everyone.
